Yes, this is a bit confusing.
I guess your point 1 and 3 belong together. This is about connecting to a lexicon which is accessible through a web service. In ELAN currently there is only one type of lexicon service supported, namely SignBank for sign language lexicons (other services could be added as new extensions). The user first has to set up a Lexicon Service, specifying the URL of the service (there can be multiple instances of this service at different addresses). The service should be able to list the names of available lexicons and per lexicon it should be able to list the name of the fields of lexical entries. Via Type -> Change Tier Type... tier types can be associated with a particular lexical entry field.
Then, in the Lexicon Tab, when an annotation is active (on a tier which is associated, via its type, which a lexicon field) a query can be executed with specific constraints (contains, starts with etc.) and a list of matching entries will be shown. The user can select an entry and apply a field’s contents to the annotation. The lexicon itself cannot be edited in this view .
The lexicon in the Interlinearization mode is meant to support assisted morphological parsing and glossing of texts by so called text analyzers. The lexical entries have a more or less fixed structure. Typically this kind of lexicons contain an inventory of roots, prefixes, suffixes etc., with additional information, of the language which is analysed. Here new lexicons can be created and entries can be added and modified by the user.
So, it depends on how you want to use a lexicon in your annotation work, if you can use either of these options.
