I wanted to know how to set and link between tier and typ in ELAN.
I have created three parameters in tier (transcriptions, translation, and comments). Should I create the same in typ or not?

In principle you can use one and the same type for these tiers, if they are all e.g. independent, ‘top-level’ tiers. But if the translation tier is a dependent tier of the transcription tier, which often makes sense, than you have to create a different type for translation (e.g. with ‘stereotype’ ‘symbolic association’).
More in general, there are several advantages to creating separate types for tiers that are used for different phenomena. There are many functions (exporting, searching, showing/hiding of tiers etc.) where the type can be used as a selection criterion, where it is useful to be able to select only tiers of specific types.
