I believe even when installing without administrator permissions, it is possible to choose where to install ELAN (although not in Program Files)?
I wonder whether the problem has anything to do with the location where ELAN is installed. If I understand correctly you can launch ELAN 5.9 but if you open a file an error occurs (behind the scenes)? There might be useful information in the log (View->View Log…) at the moment that nothing happens? (I assume the system is 64-bit?)
