I just downloaded ELAN 6.9 as zip file and as .dmg onto my MacBook Pro (Retina, 13-inch, Mid 2014) running Mojave 10.14.6. WHen I opened it, both times after it started verifying, it stopped halfway, saying
"ELAN_6.9” can’t be opened because Apple cannot check it for malicious software. This software needs to be updated. Contact the developer for more information.
Any ideas?

That is strange. Ideally a dialog will appear asking “ELAN_6.9” is an app downloaded from internet. Are you sure you want to open it ? as the App is signed with Apple registered ID
You could maybe try the below :
- On your Mac, choose Apple menu > System Settings, then click Privacy & Security in the sidebar. (You may need to scroll down.) .
- Go to Security, You will see ELAN there and then click Open.
- Click Open Anyway. ( This button is available for about an hour after you try to open the app.)
