Does anyone know if there is any way for a tier to show “continuous” data? If there was one such as the spectrum that could be used for an arbitrary value, that would be ideal. It won’t be every millisecond, but could be more like a step. FOr example if we had “confidence” for one of our annotations.

Not sure if I understand correctly, but this sounds a bit like what is represented in ELAN by the Timeseries Viewer and its tracks. Except that this viewer is for visualization only, the data cannot be edited in ELAN.
There’s no tier equivalent of that (or maybe you could try the Tier->Create Regular Annotations… function to create a “continuous” sequence of annotations with the same duration?).
