I am working on a new .wav file in Elan 6.3 on Windows 10, and neither the CTRL+ALT+N shortcut nor the Annotation>NewAnnotationHere option allow me to select and segment a section of audio.
I’ve saved, closed, reopened and tried again without success.
Can you advise?

Difficult to say. Is one of the tiers active (red background)? If so, if it is a dependent tier, is there a parent annotation overlapping the new segment?
An alternative to the keyboard shortcut and menu option is to double click in the intersection of the selection and the target tier; if an annotation can be created there (see above) this should create the annotation as well.
