Is there a way to scan a video in ELAN that tag each time the anchor appears or a specific person in a clip , at the moment I am going through the video and tag each time the anchor appears. Some sort of facial recognition system that will add an annotation in a Tier.

No, there is no facial recognition system available in ELAN. The closest in functionality are the video based recognizers, available in the drop down box in the Recognizer tab. Probably not, but it might be that the optional tier containing timespans, produced by the recognizer labeled “Saves keyframes on hard disc”, corresponds to events of (new) people appearing in the clip.
You might also give “Human motion analysis and annotation” a try (with a short video, I would advise); if you are lucky one of the output tiers could correspond to the events you’re after.
